The embattled eMadlangeni municipality in Utrecht, Northen KwaZulu-Natal, which was placed under provincial administration in terms of section 139(1)(b) of the Constitution, following the collapse of governance and service delivery, was paid a visit today by the KZN Cogta MEC Nomusa Dube-Ncube where she addressed over 3000 community members who had gathered at the White City Sports Grounds at ward 2 on 31.01.17.<\/figcaption><\/figure>\n\n\n

KZN Department of Cooperative Governance and Traditional Affairs (Cogta) has roundly condemned a horrific video that has gone viral\u00a0which apparently features Deputy Mayor of Mthonjaneni local\u00a0municipality, allegedly standing by as what appear to be his\u00a0protectors engaging in animal cruelty and alleged intimidation of the\u00a0community.<\/p>\n

In the video, two dogs are seen tied to a pole as man clad in suits\u00a0with the Deputy Mayor in tow, shoot the dogs with a high calibre rifle\u00a0at point blank range. What is concerning is that the area appear to be\u00a0a residential area.<\/p>\n

“This conduct is completely unacceptable, particularly from someone\u00a0who is expected to set an example in his community as an elected\u00a0public representative,” said KZN MEC for Cogta Nomusa Dube-Ncube in\u00a0reaction to the video in which the Deputy Mayor appears to be shooting\u00a0at dogs at point blank rage with “callous insensitivity”.<\/p>\n

KZN Cogta holds all elected public representatives in municipalities\u00a0to a high standard and the department does not shy away from speaking\u00a0out when such a standard is not adhered to as in the case in the video\u00a0apparently showing the Deputy Mayor of Mthonjaneni and his bodyguard.<\/p>\n

“We add our voice to all those who are calling for a full\u00a0investigation of this incident. We call for stern disciplinary action\u00a0to be taken should\u00a0 the investigation confirm the allegations of\u00a0animal cruelty and intimidation of the community. Such behaviour\u00a0cannot be tolerated,” said Dube-Ncube.<\/p>\n
