Cooperative Governance and Traditional Affairs\u00a0(Cogta) MEC, Sipho Hlomuka has read the riot act\u00a0on\u00a0the Abaqulusi Council this afternoon,\u00a0warning them to shape up or risk\u00a0facing\u00a0extraordinary measures by the province.<\/span><\/p>\n

\n

This follows the allegations that the leadership of the municipality have violated their responsibilities in respect of the implementation of the Constitutional intervention at the municipality by interfering with the work of the Administrator.<\/span><\/p>\n

\n

This municipality was placed under administration by the\u00a0Provincial\u00a0Government in February\u00a0this year\u00a0in terms of section 139 (1) (b) of the Constitution.\u00a0A\u00a0Ministerial Representative\u00a0was appointed\u00a0to work with councillors\u00a0in getting this municipality back\u00a0on its feet.<\/span><\/p>\n

The allegations\u00a0are that\u00a0the leadership of the municipality caused the suspended Municipal Manager to return to work thus violating his suspension conditions. It is alleged that upon his return he approved millions worth of irregular payments.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

The unlawful return of the Municipal Manager to office led to the Administrator taking the Municipal Leadership to court thus resulting in unnecessary wastage of municipal funds. MEC\u00a0Hlomuka\u00a0made it clear that such action\u00a0must be followed\u00a0by consequence management measures for both councillors and managers alike.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

\u201cThe Ministerial Representative is here on behalf of Cogta, he provides regular reporting and analysis is done on the progress the municipality is making.\u00a0 In the assessment, we made recently, we have observed concerning\u00a0trends, which\u00a0negates our drive to ensure that this municipality gets all the basics right and serve the community of Abaqulusi better. We have received reports that\u00a0there seem to have been numerous instances of confrontation where our Ministerial Representative is not receiving adequate support. \u00a0In some instances, he\u00a0was pitted\u00a0against\u00a0the Speaker and the Deputy Mayor,\u00a0with serious allegations of undue interference.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Hlomuka also\u00a0emphasized the fact that the municipality has an unfunded budget and thus the leadership has the responsibility to ensure that the finances of the municipality are used prudently.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

The MEC emphasized and clarified the powers of the Administrator as a representative of the Cabinet of\u00a0KwaZulu-Natal.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Hlomuka warned Councillors of the serious repercussions should they fail to continue to\u00a0follow\u00a0good\u00a0governance\u00a0practices.<\/span><\/p>\n

\n

MEC Hlomuka also introduced Mr Sibusiso Mkhize as the new administrator and asked the council to use the intervention to restore stability in the municipality.<\/p>\n

\n

Hlomuka ordered that all transactions authorized by the suspended Municipal Manager be investigated in order to hold accountable those behind the wrong decisions which have led to frivolous litigation at a huge cost to the ratepayers and the community of Abaqulusi<\/p>\n

Hlomuka\u2019s\u00a0visit follows a number of\u00a0incorrect decisions within this council and\u00a0that are\u00a0compromising good governance.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
