PIETERMARITZBURG, 25 April 2025 \u2013 The Cooperative Governance and Traditional Affairs MEC, Reverend Thulasizwe Buthelezi, tabled the R1.9 billion Vote 11 Budget Policy Speech for the 2025\/26 financial which is aimed at strengthening local governance, supporting traditional leadership, and stimulating economic activity across the province.<\/p>\n\n\n\n

In a resolute address, MEC Buthelezi emphasised the commitment to revitalising local government, stating, “We are reviving the Back-to-Basics programme as central to local government within our province.” This renewed focus underscores the department’s dedication to ensuring effective service delivery and responsive governance at the municipal level.<\/p>\n\n\n\n

A key highlight of the budget is the allocation of R397.5 million specifically to Programme 2: Local Government. This substantial investment will empower municipalities to enhance their capacity and serve communities more effectively, addressing the challenges faced by local government while building upon existing progress.<\/p>\n\n\n\n

Furthermore, MEC Buthelezi outlined a strategic approach to economic development through 11 catalytic projects, one in each district and the metro.<\/p>\n\n\n\n

These projects, spearheaded by the Provincial Project Management Unit (PPMU), are designed to ignite economic activity and drive development within their respective regions.<\/p>\n\n\n\n

Several key projects slated for implementation in the current financial year were highlighted:<\/p>\n\n\n\n

  • ULUNDI ELECTRIFICATION UPGRADE PROJECT: An allocation of R56 million will facilitate the refurbishment of two electricity network switching stations and the Babanango electrification project, directly benefiting 105 households.<\/li>
  • NKANDLA ELECTRIFICATION PROJECT: R15 million has been allocated to bring electricity to communities within the Nkandla Local Municipality (Wards 4, 11, and 6), providing first-time access to power for 100 households.<\/li>
  • ABAQULUSI ELECTRIFICATION PROJECTS: A total of R42 million will be invested in two crucial electrification projects: R26 million for the Mabhula project in Ward 4, benefiting 260 households, and R16 million for the Madanyini project in Ward 2, benefiting 150 households.<\/li>
  • ENDUMENI INFRASTRUCTURE UPGRADE: R3.7 million will be directed towards the installation of two solar high mast lights and a borehole at Wasbank in Ward 7, improving essential services for the community.<\/li><\/ul>\n\n\n\n

    In addition to these catalytic projects, Programme 3: Development and Planning has been allocated R377.9 million.<\/p>\n\n\n\n

    This funding will drive sustainable growth through a focus on regional development, spatial integration, and unlocking the potential of KwaZulu-Natal. These initiatives will strengthen local government capacity and support vital infrastructure projects across the province, fostering a more integrated and prosperous future for all.<\/p>\n\n\n\n

    The KZN COGTA’s 2025\/26 budget reflects a strong commitment to strengthening local governance, empowering communities, and driving sustainable economic development across the province. By strategically investing in key projects and programmes, the department aims to build a more resilient and prosperous KwaZulu-Natal for all its citizens.<\/p>\n\n\n\n
